The levels come from the Web Content Accessibility Guidelines 2.x success criteria for non-text and text contrast. Each level defines two thresholds: one for standard-sized text and one for large-scale text and graphical elements.
The Xbox Accessibility Guidelines adopt the same numbers, which is why the framework's own component defaults target them.
